At their Monday, May 3 In-Person Regular Meeting, Councilmembers presented Program Year 20 CDBG Scholarships; accepted check from the Missouri City Parks Foundation; proclaimed the week of May 9 to May 15, 2021 as National Police Week and Hurricane Preparedness Week; appointed members to the Missouri City Bond Exploratory Committee and more. Here is a rundown of all Council actions at the meeting:

Presentations & Recognitions:

  • Presented the Community Development Block Grant (CDBG) Program Year 20 scholarships in the amount of $2,600 each to two of the five recipients. Angela Quayson and Khacia Mitchell were present at the meeting to receive the checks while Troy Mathis, Jun Hin Loi and Nautica McCarther were not able to attend.  
  • Accepted a check of $415,000 from the Missouri City Parks Foundation. 
  • Proclaimed the week of May 9-15, 2021, as “National Police Week.”
  • Proclaimed the week of May 9-15, 2021, as “Hurricane Preparedness Week.”

Staff Reports:

  • Received Hurricane Preparedness presentation from Emergency Management Coordinator Trameka Jewett.

Consent Agenda:

  • Approved the minutes of the April 12 Special City Council meeting, the April 19 Special and Regular City Council meetings and the April 26 Special City Council meeting. 
  • Approved an ordinance on the second and final reading to add Chapter 17, Arts in Public Places Program, to the Missouri City Code; establishing an arts and culture commission. 
  • Accepted the quarterly investment report for the quarter ending on March 31, 2021.  
  • Accepted a gift deed for a parkland dedication for the Lexington Village Section One residential subdivision.

Zoning Public Hearings and Ordinances

  • Held public hearing and received no comments for or against a request by First Baptist Church of Houston to amend PD, Planned Development District No. 35 (Ordinance O-13-28) to allow for the location of an automobile parking lot within tract I-11-21 as designated on Exhibit B; providing a penalty and containing other provisions relating to the subject. First Baptist Church of Houston is located at 4309 Sienna Parkway and the subject location for the proposed automobile parking lot is an approximate 1.08 acre tract, south of Sienna Circle, east of a Kids ‘R’ Kids Learning Academy at 4401 Sienna Circle and west of a Pepperoni’s restaurant at 4303 Sienna Circle. The ordinance was approved on the first of two readings.
  • Held public hearing and received no comments for or against a request by Joe Douglas Webb, AIA, Webb Architects to amend PD, Planned Development District No. 96 (Ordinance O-20-16) to revise the site plan and amend the regulations and restrictions including amendments to use regulations, height and area regulations and parking regulations; providing a penalty and containing other provisions relating to the subject. PD No. 96 is located north and south of Lake Olympia Parkway, north of Dry Creek Village residential subdivision, east of Parks Edge residential subdivision, and west of the Fort Bend Parkway. The ordinance was approved on the first of two readings.
  • Held public hearing and received no comments for or against a request by Vigavi Realty, LLC to zone an approximate 7.5 acre tract of land from LC-3 to PD, Planned Development to allow for an office/warehouse and logistics center; providing a penalty and containing other provisions relating to the subject. The location of the site subject to zoning is to the north and east of Paloma Bend Drive, south of US 90A – South Main Street, and west of South Cravens Road. The ordinance was approved on the first of two readings.
  • Held public hearing and received no comments for or against a request by H. Paul Dodd, NewQuest Properties to zone an approximate 42.93 acre tract of land to PD, Planned Development District to allow for a retail, commercial development; providing a penalty and containing other provisions relating to the subject. The location of the site subject to zoning is to the north and west of the intersection of the Fort Bend Parkway (toll road) and State Highway 6, south of Trammel Fresno Road, and east of Vicksburg Boulevard. The ordinance was approved on the first of two readings.
  • Held public hearing and received comments for or against a request by Andrea Metz, Lovett Commercial, to zone approximately 50 acres of land to PD, Planned Development District to allow for a mixed use development to include retail, commercial uses; industrial workspaces; flex office spaces; artist studios; outdoor gathering spaces; indoor recreational facilities and multifamily development; providing a penalty and containing other provisions relating to the subject. The subject site location includes multiple tracts of land located north and south of State Highway 6, east and west of Watts Plantation Drive, and east of North Creekmont Drive. This ordinance was postponed until the June 7, 2021 Council Meeting. 

Public Hearings and related actions 

  • Held public hearing and received no comments to consider an ordinance to continue Article VII of Chapter 74 of the Missouri City Code; continue the rules and regulations pertaining to the standards of care for certain elementary-age recreation programs operated by the City. The ordinance was approved on the first of two readings.

Appointments:

  • Appointed members to the Missouri City Bond Exploratory Committee.

Ordinances:

  • Approved an ordinance on the first of two readings to adopt a revised pay plan for non-exempt personnel and exempt personnel, including fire personnel and police personnel; providing an effective date and providing for repeal.  

Resolutions:

  • Approved a resolution identifying Interim City Manager Bill Atkinson to open and maintain a city account or accounts with Wells Fargo Bank, National Association; providing for repeal; and containing other provisions relating to the subject.
  • Approved a resolution identifying Interim City Manager Bill Atkinson to maintain an account with Wells Fargo National Bank Association for the City of Missouri City Nonprofit Trust for the payment of certain employee benefits and containing other provisions relating to the subject.
