At their Monday, April 19 Virtual Regular Meeting, Councilmembers administered the oath of office to members of the Texas Parkway/Cartwright Corridor Development Advisory Committee; authorized a joint election agreement and contract for elections services with Harris County for the May 1, 2021 special election; authorized a contract with the Texas Department of Housing and Community Affairs for an Emergency Rental Assistance Grant; and authorized the city manager to negotiate and execute licenses for locating mobile food units (food trucks) on certain City property. Here is a rundown of all Council actions at the meeting:

Presentations & Recognitions:

  • Administered the oath of office to members of the Texas Parkway/Cartwright Corridor Development Advisory Committee.
  • Proclaimed the significance of the Islamic holy month of Ramadan (April 12, 2021, to May 11, 2021) to Muslims in Missouri City and across the world. 
  • Proclaimed the week of April 18-24, 2021, as “National Crime Victims’ Rights Week” in Missouri City. 
  • Proclaimed April 30, 2021, as Arbor Day in Missouri City. 
  • Presented the Golden Tree Award to Home Depot for their outstanding contribution toward American Legion Park.

Staff Reports:

  • Fire Chief Mario Partida presented a COVID-19 update. 

Consent Agenda:

  • Approved the minutes of the special City Council meetings of March 19, March 20 and March 29, and the special and regular City Council meetings of April 5, 2021. 
  • Approved an ordinance to zone an approximate 75.58-acre tract of land to PD Planned Development District No. 108 to allow for a mixed use development to include retail, commercial and multi-family uses; providing a penalty; containing other provisions relating to the subject. The site is located north and east of the Watts Plantation and Knight Road intersection, south of Hightower High School, and east of the Fort Bend Town Center (containing a Kroger grocery store and a Chase Bank) currently located at State Highway 6 and Fort Bend Parkway. 
  • Authorized the execution of a joint election agreement and contract for elections services with Harris County for the May 1, 2021 special election. 

Appointments:

  • Appointed members to the Board of Directors of Missouri City Municipal Management District No. 1.

Authorizations:

  • Authorized the negotiation and execution of a contract with the Texas Department of Housing and Community Affairs for an Emergency Rental Assistance Grant.

Ordinances:

  • Approved an ordinance on the first of two readings to add Chapter 17, Arts in Public Places Program, to the Missouri City Code; establishing an arts and culture commission.
  • Removed this item from the agenda: Consider an ordinance amending Chapter 2, Administration, of the Missouri City Code; providing certain standards of conduct for the city council and city staff; establishing an ethics commission on the first of two readings. 

Resolutions:

  • Approved a resolution authorizing the city manager to negotiate and execute licenses for locating mobile food units (food trucks) on certain City of Missouri City property.
  • Approved a resolution suspending the May 3, 2021 effective date of the proposal by CenterPoint Energy Resources Corp., D/B/A CenterPoint Energy Entex and CenterPoint Energy Texas Gas – Houston Division to implement interim gas reliability infrastructure program rate adjustments for gas utility investments; and containing certain provisions relating the subject.
