At their Tuesday, Sept. 3 Regular Meeting, Councilmembers authorized a proposal on a maximum property tax rate of $0.63 and set the dates of public hearings for Sept. 16 and Sept. 23; authorized the city manager to execute a professional services contract for city-wide pavement and sidewalk evaluation; and authorized the city manager to execute an agreement with the Texas Department of Transportation for participation in the Off System Bridge Replacement Program. Here is a rundown of all Council actions at the meeting:

Staff Reports:

Received updates from City Manager Anthony J. Snipes. These included:

  • Reminding citizens that September is National Hurricane Preparedness Month and staff is monitoring weather developments in the Gulf. All residents were encouraged to visit the City’s emergency management website: www.missouricityready.com for tips on how to be prepared to weather any storm this season.
  • Reminding citizens that Fort Bend Independent School District and Houston Independent School District have started the 2019-2020 school year and asked that motorists be extra careful when driving in school zones.

Noting upcoming events:

  • Car seat safety check on Thursday, Sept. 5
  • Farmers Market on Saturday, Sept. 7
  • Senior Casino Trip on Tuesday, Sept. 10
  • Oktoberfest on Saturday, Sept. 21

Consent Agenda:

  • Approved the minutes of the Special and Regular City Council meetings of Aug. 19, 2019.

Public Hearings:

  • Held a public hearing to receive comments for or against a request for a specific use permit authorizing the use of a 14.984 acre tract of land zoned as LC-1 local retail restricted district and R-3 two-family residential district to allow for the development of a worship center; describing said 14.984 acre tract of land; providing limitations, restrictions, and conditions on such specific use; amending the zoning district map of the City of Missouri City; providing a penalty; containing other provisions relating to the subject; and consider the ordinance on the first of two readings. The subject site is located north of East Hampton Circle, south of the Fondren Park subdivision, east of Kathy Avenue, and west of Fondren Road. The applicants pulled the item to allow time to talk with residents.
  • Held a public hearing to receive comments for or against a request to change the zoning classification of an approximate 14.11 acre tract of land from SD, suburban district to LC-3, retail district; providing for an amendment to the Comprehensive Plan; providing a penalty; and considered the related ordinance on the first of two readings. The subject site is located south of Vicksburg Boulevard and State Highway 6, east of the Oakwick Forest Estates residential subdivision and west of a Firestone Complete Auto Care.
  • Held a public hearing to receive comments for or against an ordinance providing an interim procedure regarding the administration of plans and platting rules; declaring an emergency; and considered the related ordinance on the first and final reading. Council approved the procedure.
  • Held a public hearing to receive comments for or against a resolution electing to participate in tax abatement; and considered the related action. Council approved the resolution.

 Authorizations:

  • Authorized a proposal on a maximum property tax rate of $0.63 and set the dates of public hearings for Sept. 16 and Sept. 23 and the adoption of such proposal on a future meeting agenda.
  • Authorized the city manager to execute a professional services contract for city-wide pavement and sidewalk evaluation.
  • Authorized the city manager to execute an agreement with the Texas Department of Transportation for participation in the Off System Bridge Replacement Program.

Ordinances:

  • Approved an ordinance on the second and final reading amending Chapter 2, Administration, of the Missouri City Code, amending regulations regarding tagging final action on agenda items, specifically the instances in which a Councilmember may tag an item.
  • Approved an ordinance on the first of two readings amending the personnel policy of the City of Missouri City, specifically regarding employee vacation days. 

Resolutions:

  • Approved a resolution authorizing the Mayor to execute and the City Secretary to attest to the assignment and assumption of a tax abatement agreement from TDC Southwest CC Partners I L.L.C., formerly known as Ridge Southwest CC Partners I L.L.C. to TPP SW Commerce, L.L.C.
