At their Monday, May 6 Regular Meeting, Councilmembers proclaimed the week of May 5-11 as Public Service Recognition Week; recognized Richard Brown III on earning the PGA Master Professional designation; proclaimed the week of May 5-11 as Hurricane Preparedness Week; and authorized the negotiation and execution of a municipal court collection services contract. Here is a rundown of all Council actions at the meeting:

2019 PSR Week

City staff’s excellence was recognized in a proclamation for the week of May 5-11 being declared Public Service Recognition Week.

2019 Hurricane Preparedness WeekFire Chief Eugene Campbell, Jr. accepted a proclamation for the week of May 5-11 being Hurricane Preparedness Week.

2019 Police Week

The Missouri City Police Department accepted a proclamation naming the week of May 12-18 as National Police Week. Staff Reports:

Received updates from City Manager Anthony Snipes. These include:

  • Recognizing the Parks department for its successful operation of the inaugural MCTX Family Fest on May 4.
  • Giving notice on PSRW activities and schedules.
  • Recognizing MCTV for its daily hurricane preparedness video tips.
  • Recognizing Missouri City for being named one of the greenest cities in Texas by Just Energy.

Noted upcoming events:

  • Mother’s Day Cake Decorating Event on Saturday, May 11.
  • Regional Surface Water Treatment Plant groundbreaking on Monday, May 13.
  • Tots sports on Monday, May 13.
  • Family Fun Night summer kickoff party on Friday, May 17.

Consent Agenda:

  • Approved the minutes of the Special and Regular City Council meetings of April 15, 2019.
  • Accepted the quarterly investment report for the period ending on March 31, 2019.

 Public Hearings and Related Actions:

  • Considered an ordinance on the final reading amending Specific Use Permit No. 65, authorizing the use of a 5.80-acre tract of land in the City of Missouri City as Specific Use Permit No. 65-Sewer facility; adding a 8.51-acre tract of land; authorizing a total 14.31-acre tract of land as Specific Use Permit No. 65-Sewer facility; describing said 14.31-acre tract of land; providing limitations, restrictions, and conditions on such specific use; amending the zoning district map of the City of Missouri City; providing a penalty; and containing other provisions relating to the subject. The subject site is located north of Thurgood Marshall High School/Buffalo Run Park, east of Echo Creek Drive, west of S. Cravens Road, and south of Highway 90A.
  • Approved an amendment on the first of two readings to the drought contingency plan ordinance.


  • Authorized a professional services contract for Fire Station No. 6 design phase services.
  • Authorized the negotiation and execution of a municipal court collection services contract.
  • Authorized the city manager to negotiate and execute an interlocal agreement with the City of Pearland for the purchase of the Pearland Package Plant for an amount not to exceed $2,300,000.
  • Authorized the City Manager to execute a contract for ditch cleaning and excavation services.


  • Approved an ordinance on the first and final reading amending the general budget for the fiscal year beginning October 1, 2018, and ending September 30, 2019 transferring various appropriations among accounts; appropriating supplemental revenue to various fund accounts; authorizing the appropriate city official to take steps necessary to accomplish such transfers; making certain findings; containing certain provisions relating to the subject.


  • Authorized the Mayor to execute and the City Secretary to attest an assignment, notice and consent by and between the city of Missouri City, Texas; Star Gessner Properties, LTD; and Waterworld USA, Inc. pertaining to the assignment of a tax abatement agreement from Star Gessner Properties, LTD to Waterworld USA, Inc.
